Four retired general officers now lead and advise the post-quantum security firm as federal migration deadlines take hold
MIAMI, Nov. 2, 2026 /PRNewswire/ — LTG (Ret.) Roger L. Cloutier Jr., U.S. Army, former commander of NATO Allied Land Command, now leads operations at Qtonic Quantum Corp, the company announced today. He has chaired the company’s Allied Defense Council since May 2026 and continues in that role.
Cloutier is one of four retired general officers who lead and advise Qtonic Quantum. Lt. Gen. (Ret.) Mark E. Weatherington, U.S. Air Force, former deputy commander of Air Force Global Strike Command, chairs the company’s Defense Innovation Council. LTG (Ret.) Milford H. “Beags” Beagle Jr., U.S. Army, former commanding general of the U.S. Army Combined Arms Center, is Senior Leader of its Allied Defense Council. BG (Ret.) Shan K. Bagby, U.S. Army, former chief of the Army Dental Corps and a hospital commander, works with the company on health care security.
The appointment comes as post-quantum cryptography moves from policy to deadline. Executive Order 14412, “Securing the Nation Against Advanced Cryptographic Attacks,” was signed June 22, 2026. The Department of War’s post-quantum cryptography strategy states that, unless otherwise noted, all of its systems must support quantum-resistant algorithms by Dec. 31, 2030, or be phased out, and must use them by Dec. 31, 2031. Defense components now have fixed dates to work toward. Qtonic Quantum expects the contractors whose systems connect to defense networks to be held to the same calendar.
Cloutier is responsible for how the company is structured and how it runs day to day. Two products anchor that work for enterprises and federal agencies. QScout inventories an organization’s cryptography and produces a signed CycloneDX 1.7 cryptographic bill of materials. QSolve executes the prioritized migration plan.
The four generals work alongside company advisers including Richard H. Ledgett Jr., former deputy director of the National Security Agency, and David Mussington, former executive assistant director for infrastructure security at the Cybersecurity and Infrastructure Security Agency.
“Every command I led came down to one question: Will the plan hold when it meets reality?” Cloutier said. “The organizations that make these deadlines will be the ones that treat cryptographic migration as an operation, with an inventory, a sequence and a name next to every step. That is the work I intend to run here.”
“My last command was the place where the Army writes its doctrine and trains the leaders who carry it out,” Beagle said. “The hard part is rarely deciding what to do. It is getting a large organization to do it on time. Roger and I both commanded the Army Training Center at Fort Jackson. I took the same post two years after he left, and the foundation he built was still there. Anyone staring at a 2030 deadline needs someone who has moved a large organization on a hard date.”
“A hospital runs on systems that cannot go down and data that cannot leak, so post-quantum migration there is an operational problem before it is a technical one,” Bagby said. “Roger taking on operations means a health system gets a plan that respects how it actually works.”
Cloutier, Beagle and Bagby are available for interviews through the media contact below.
